Een shipper is een partij die gas transporteert door het landelijke gasnet en verantwoordelijk is voor de balans van gas binnen de eigen portefeuille. Je kunt een shipper zien als de gas-tegenhanger van een balansverantwoordelijke partij (BRP) in de stroommarkt. Een shipper heeft een transportcontract met netbeheerder Gasunie Transport Services (GTS) en is door GTS erkend.

Een shipper koopt en verkoopt gas en zorgt dat de ingekochte, verkochte en verbruikte hoeveelheden gas in de eigen portefeuille op elkaar aansluiten. Dat gas wordt verhandeld op de Nederlandse gasbeurs, de Title Transfer Facility (TTF). Om gas ook fysiek te kunnen transporteren, sluit een shipper een contract voor transportcapaciteit met GTS.
Net als bij stroom moet vraag en aanbod van gas in balans blijven. Houdt elke shipper de eigen portefeuille in balans, dan blijft het hele gasnet in evenwicht. GTS bewaakt die balans als landelijk netbeheerder.
GTS kent drie soorten shipper-licenties:
Kort gezegd: LC is puur handel, terwijl LA en LB ook fysieke levering mogelijk maken. Leveranciers die gas aan huishoudens en bedrijven leveren, hebben doorgaans een LB-licentie.
Een BRP gaat over de balans van elektriciteit, bewaakt door TenneT. Een shipper gaat over de balans van gas, bewaakt door GTS. Grote energiebedrijven zijn vaak allebei: BRP voor stroom en shipper voor gas.
